Evaluasi Pelaksanaan Tugas Satpol PP Dalam Menertibkan Usaha Billiard DI Kota pekanbaru

Pekanbaru City is a metropolitan city which is marked by the proliferation of entertainment places that are increasingly mushrooming. This thing in Yakani can streamline time in the integration, but the increasingly widespread entertainment places other problems arise need a rule so that the place of contour can run in an orderly manner. Pekanbaru formulated Regional Regulation Number 6 of 2002 concerning night entertainment. In the regional regulation, it regulates licensing and operating time of entertainment venues, but based on observations that the authors do, there are still many entertainment places such as billiards that still violate the operational time set in the regional regulation. The Department of Culture as an extension of the Regulation and also the police force as the executor to control the regional regulation number 3 of 2002. The purpose of this study was to find out how the PP Satpol in carrying out the billiard business in the city of Pekanbaru. In accordance with the above problems, the author uses the type of Qualitative research with case studies as a methodology developed by Robert K. Yin. the research informants in this case are the head of the Pekanbaru city culture and tourism service, the tourism and cultural and tourism services section, the head of the PP police department, the head of the public order and billiard business owners. The results of the study showed that the implementation in curbing the regional regulation no. 3 of 2002 was still not good, there were still many entertainment places that violated operational time, selling liquor and there were businesses that still did not have a business license. The inhibiting factor in this study is the clarity of the plan is not maximized, lack of human resources and weak criminal provisions in the contents of the policy
