The purpose of this study is to find out and explain the placement of employees at the Regional Secretariat of Siak Regency and its constraints. Employee placement is one of the most important functions in human resource management, whether or not a person is placed in a particular position depending on the function of this placement. If this function is not properly implemented then by itself will be fatal to the achievement of organizational goals. The method used is descriptive and qualitative.
