PERAN DINAS LINGKUNGAN HIDUP DALAM PEMBERDAYAAN EKONOMI MASYARAKAT MELALUI PROGRAM BANK SAMPAH DI KABUPATEN TULUNGAGUNG (Studi Kasus Dinas Lingkungan Hidup Kabupaten Tulungagung)

This research is motivated by the increase in the volume of waste, which is where littering is still the main cause of garbage accumulation. So it is necessary to empower the community to urge the public that the waste that was previously thrown away will be of economic value for them. Therefore, to meet the demands of the community regarding the problem of waste that has no selling value, residents are trying to coordinate with DLH for waste management and procurement of equipment for waste that has no selling value. The focus of the research in writing this thesis are: 1) How is the Environmental Agency's waste bank program in empowering the community's economy in Tulungagung district? 2) What is the role of the Environment Agency in empowering the community's economy through the waste bank program in Tulungagung district? 3) What is the problem with the Environmental Service in empowering the community's economy through the waste bank program in Tulungagung district? The research objectives in writing this thesis are: To examine the waste bank program of the Environment Agency in empowering the community's economy in Tulungagung district. 2) To examine the role of the Environmental Service in empowering the community's economy through the waste bank program in Tulungagung district. 3) To examine the constraints of the Environmental Service in empowering the community's economy through the waste bank program in Tulungagung district. In this study using field research methods with a qualitative approach. The results of the research conducted by researchers can be concluded: First, the waste bank program in community economic empowerment is in accordance with existing regulations, the existence of waste banks is starting to be accepted by the community. Second, the role of the Environment Agency in empowering the community's economy through the waste bank program is going quite well. Third, the obstacle faced by DLH is the lack of public awareness in waste management. The solution to make people aware is to do socialization both offline and online and also optimize existing human resources
