Grands projets et réintégration des marges en situation de conflit armé : l'exemple du barrage d'Ituango en Colombie

Big development projects, such as big dams, lead to deep mutations in rural territories. Those projects, carried out by various decentralized, public or private actors, serve multiple goals. The construction of the Ituango dam, that will become the biggest dam in Colombia, begins a year before the opening of the peace negotiations with the Revolutionary Armed Forces of Colombia (Farc), in one of the most affected territories by the armed conflict. In such context, the territory becomes a pilot for a local development model of the post-conflict. This qualification covers an arsenal of public and private actions in the purpose of « integrating this mariginalized territory » to a territorial system integrated into globalization. However, this integration process raises an intense opposition. New conflicts raise from this struggle of powers. They can represent an obstacle to the peacebuilding or, opposedly, they can generate new governance schemes that include local communities. We will analyze the interactions between those local conflicts ant the armed conflict.Les grands projets de développement, tels que les grands barrages, entraînent des mutations profondes des territoires ruraux. Ces projets, portés par une variété d’acteurs décentralisés, publics, privés, répondent à des objectifs multiples. Le chantier du barrage d’Ituango, qui sera le plus grand barrage hydroélectrique de Colombie, démarre un an avant l’ouverture des négociations paix avec les Forces Armées Révolutionnaires Colombiennes (Farc), dans l’un des territoires les plus affectés par le conflit armé. Le territoire acquiert alors une dimension de territoire pilote d’un modèle de développement local post-conflit. Cette qualification englobe un arsenal d’actions publiques et privées visant à « intégrer ce territoire marginalisé » à un système territorial inscrit dans la mondialisation. Ce processus suscite toutefois une opposition radicale. De ces rapports de force naissent de nouveaux conflits qui peuvent représenter un frein à la construction de la paix, ou au contraire qui permettent de construire de nouveaux schémas de gouvernance incluant les communautés locales.
