Despite their critical role in climate and sustainability solutions, local governments worldwide generally lack capacity and accountability to establish appropriate targets and adopt comprehensive measures for sustainability. This often requires a higher-level authority to mitigate conflicts, redistribute resources, and coordinate across functions and administrations.
