Harry M. flagler in change-of-command ceremonies at the Oklahoma City naval Reserve Training Center Wednesday night. Rader, 37, comes to Oklahoma City from the Naval Air Station in Glenview, Ill., where he was assistant flight training officer. He takes command of some 650 reservists who attend training drills in Oklahoma ity and training centers. The new commanding officer is a native of Robstown, Tex.,and a graduate of Texas A&I in Kingsville. He was commissioned in 1957.
