The intention of this paper is to provide an explanation for why South Africa has not been able to effectively fight HIV I AIDS in the country. Cultural issues along with actions taken by the government have prevented the HIV infection rate from declining. As a result. South Africa has more people living with HIV than any other country in the world. However all hope is not lost for South Africa. By looking at the country of Uganda, it will become evident that the spread of HIV/AIDS can be slowed and perhaps reversed
