A política externa de Dilma Rousseff: contenção na continuidade

Attempting to compare the foreign policy of Dilma Rousseff’s presidency with that of Lula’s presidency, we develop the hypothesis that there has been continuity, although a certain restraint of efforts is observable – restraint caused by the characteristics of the current president, less willing to approach international affairs, and by the international context of economic crisis, that restrain the margin of action available for Brazil. To verify this proposition, characteristics of the foreign policy of both governments are compared through the evaluation of selected variables, comparing gathered data to already available perspectives from area analysts. To explain the identified changes, we use the model of foreign policy analysis developed by Hermann, which considers the profile of leaders, the international conjuncture during each period and other variables capable of influencing the national foreign policy. The conclusion stresses the verification of the hypothesis and the importance of new researches on the theme.Buscando-se comparar a política externa do governo de Dilma Rousseff com a do governo de Lula, trabalhamos com a hipótese de que houve continuidade, embora ocorra contenção de esforços – contenção causada pelo perfil da atual presidente, menos tendente a abordar assuntos internacionais, e pela conjuntura internacional de crise, que restringe a margem de ação externa do Brasil. Para verificar essa proposição, comparam-se as características da política externa dos governos de Lula e de Dilma por meio da avaliação de indicadores selecionados, contrapondo os dados às perspectivas já disponíveis de analistas da área. Para compreender o que causou as mudanças constatadas, utiliza-se o modelo de análise de política externa de Hermann, que prevê o estudo dos perfis dos líderes, das conjunturas internacionais durante cada período e de outros fatores capazes de influenciar a política externa do país. A conclusão aponta para a verificação da hipótese e para a importância da continuidade do estudo
