This study is part of a project where we discuss the profile of public school managers in western Paraná. We aim to present and debate the participatory management guidelines developed in the educational policies of the State of Paraná. The qualitative research based on literature review and data analysis from the Prova Brasil contextual questionnaires answered by the managers of state schools.
