The expansion of higher education is a global phenomenon and very few countries have reached levels of providing higher education for all. As a rule, developed countries have reached the level of providing education for all while emerging and developing countries are still at the level of providing elitist education. This article, produced as a result of the Universitas Network, analyzes the expansion of higher education in Brazil, focusing on institutional and academic organization in particular. It analyzes the post-LDB/1996 period which saw a considerable increase in the number of institutions, courses, students and teachers.
