O labor nas ruas de Salvador: as experiências dos trabalhadores do bairro de Cajazeiras

Nos últimos anos, estudos mostram a expansão de um fenômeno urbano constituído por trabalhadores que comercializam produtos e serviços nas ruas, sem proteção social nem trabalhista, em condições precárias para as atividades laborais. Para os pesquisadores, trata-se de um fenômeno estrutural, com dimensões globais, relacionado ao processo de reestruturação produtiva que vem se ampliando desde a década de 1990, quando o capital busca maximizar seus lucros a partir da organização flexível da produção, acentuando ainda mais a exploração da classe trabalhadora. Nesse contexto, o texto ora apresentado busca debater o trabalho informal como parte integrante das expressões da questão social, investigar as condições históricas que submeteram os trabalhadores às situações de desemprego e de precarização. Com uso de técnicas mistas, pesquisa bibliográfica, documental, observação da realidade local, o estudo procura analisar a informalidade e as políticas de inclusão produtiva. Para tanto, indaga-se: O trabalho de rua no bairro de Cajazeiras (em Salvador) representa uma força de trabalho precária e perversa? E dentro deste cenário, quais são os planos, programas e projetos, desenvolvidos na esfera municipal, destinados a atender as demandas destes trabalhadores? Visando responder tal problemática foram entrevistados dez trabalhadores, quatro lideranças comunitárias, e o gestor da Prefeitura Bairro de Cajazeiras. Os resultados desta pesquisa demonstram que as políticas de inclusão não são satisfatórias, que não há a existência de um envolvimento político eficaz e cidadão, além de que as condições de vida e labor dos trabalhadores de rua são precárias e extremamente mutáveis a agentes externos variados.This study aims to analyze the conditions of life and work of Cajazeiras street workers. In recent years, studies show the expansion of an urban phenomenon consisting of workers selling products and services on the streets, without social protection or labor in poor conditions for industrial activities. For researchers, this is a structural phenomenon, with global dimensions, related to the restructuring process that has been growing since the 1990s, when capital seeks to maximize its profits from the flexible organization of production, widening the exploitation of the working class. In this context, the text presented here seeks to discuss the informal work as part of the terms of the social question, investigate the historical conditions that subjected the workers to situations of unemployment and precariousness. With use of mixed media, literature, documentary, observation of local reality, the study analyzes the informality and productive inclusion policies. Therefore, we look into: The street work in Cajazeiras neighborhood (in Salvador) is a precarious and perverse workforce? And in this scenario, what are the plans, programs and projects developed at the municipal level, designed to meet the demands of these workers? In order to answer this issue were interviewed ten employees, four community leaders, and the manager of City Hall Neighborhood Cajazeiras. The results have shown that inclusion policies are not satisfactory, that there is the existence of an effective political involvement and citizen, and that the conditions of life and work of street workers are precarious and extremely changeable to various external agents
