Formación de profesores: problematizaciones de marcos legales brasileños a luz del enfoque del ciclo de políticas de Tephen Ball

The text makes provocative assumptions underlying the guidelines advocated by legal frameworks that deal with the issue of teacher training in the Brazilian context, in the light of the policy cycle. Therefore, it is a general objective to analyze the presuppositions, conceptions and orientations that underlie legal frameworks that deal with the subject of teacher training in Brazil. In this context, pivotal questions helped to develop our reflections, namely: what are the guidelines proposed by Brazilian legal frameworks on the subject of teacher training? What epistemological assumptions underlie the guidelines contained in these documents? In fact, we take as scope of analysis for the reflection delineation presented here the Law of Guidelines and Bases of National Education (LDBEN n.º 9394/96) and the National Curricular Guidelines for Initial and Continued Teacher Training (2015) we proceeded to a comparison between the guidelines contained in these documents with the theoretical-analytical framework of the policy cycle. We support the contributions made by Ball (2002) and Mainardes (2006) on the approach about the policy cycle, in addition to the theoretical reflections and contributions proposed by national and international researchers studying the theme of teacher training: Gatti (2010); Zeichner (2014); Pimenta and Ghedin (2012); among others. In accordance with the policy cycle framework, we conclude the text by outlining the dynamic, complex, and multifaceted process of the materialization of educational policies, including social agents, especially teachers, as one of the main responsible for their interpretation, in the context of practice.O texto tece provocações sobre pressupostos subjacentes às orientações preconizadas por marcos legais que versam sobre o tema da formação de professores no contexto brasileiro, à luz do ciclo de políticas. Por conseguinte, constitui-se como objetivo geral analisar pressupostos, concepções e orientações subjacentes a marcos legais que versam sobre o tema da formação docente no Brasil. Nesse contexto, questões pivôs auxiliaram o desenvolvimento das nossas reflexões, a saber: quais são as orientações propostas por marcos legais brasileiros que versam sobre o tema da formação de professores? Quais pressupostos epistemológicos estão subjacentes às orientações contidas nesses documentos? Com efeito, tomamos como escopo de análise para o delineamento das reflexões aqui apresentadas a Lei de Diretrizes e Bases da Educação Nacional (LDBEN n.º 9.394/1996) e as Diretrizes Curriculares Nacionais para a Formação Inicial e Continuada de Professores (2015) e, assim, procedemos a um cotejamento entre as orientações contidas nesses documentos e o referencial teórico-analítico do ciclo de políticas. Respaldamo-nos em contribuições tecidas por Ball (2002) e Mainardes (2006) sobre a abordagem do ciclo de políticas, além das reflexões e contribuições teóricas propostas por pesquisadores nacionais e internacionais que estudam a temática da formação de professores: Gatti (2010), Diniz-Pereira (2011), Pimenta e Ghedin (2012), entre outros. Em acordo com o referencial do ciclo de políticas, concluímos o texto demarcando o processo dinâmico, complexo e multifacetado da materialização das políticas educacionais, compreendendo os agentes sociais, em especial, os professores,como um dos principais responsáveis pela sua interpretação, efetivação e ressignificação no contexto da prática
