Inovação em organização pública: estudo no Tribunal de Contas do Estado do Ceará

Organizational innovations had their effects felt with more emphasis, first, on organizations that operate in the private sphere. These transformations also influence changes in the management of public organizations, requiring their adaptation to a new context in which more efficiency is demanded. The present study aimed to investigate the orientation to innovation in the context of public sector organizations, in particular, in an external control organization. For the theoretical basis, a survey was carried out on innovation in public organizations and on the determining factors for organizational innovation. This research considered as hypothesis the idea that organizational learning processes occur when relevant knowledge is structured and shared, supporting organizational innovation; the innovative organization can be identified through the analysis of its competencies and the ability to absorb knowledge of the environment where the organization is inserted. The present research is of quantitative nature, with an exploratory objective, a survey was applied, with scale type Likert. The findings of the research show that, from the perspective of the TCE-CE servers, the environmental factor of learning stimulation presented with quite significant results. Regarding the competence management factor, it is observed that efforts must be directed towards the development of individual, group and organizational skills and competencies, aligning with the organizational strategy. The emergence of the communication factor and organizational culture is emphasized, reinforcing that the capacity to innovate lies in the skills and attitudes of the people who work in it. In general, a moderate orientation for innovation in the organization under study can be considered, whereas is needed the continuity of studies of processes geared towards innovation.As inovações organizacionais tiveram seus efeitos sentidos com mais ênfase, primeiramente, nas organizações que atuam no âmbito privado. Essas transformações também passam a influenciar mudanças na gestão de organizações públicas, exigindo a adaptação destas a um novo contexto em que se demanda mais eficiência. O presente estudo propôs-se a investigar a orientação para inovação no contexto das organizações do setor público, em particular, em um órgão de controle externo. Para o embasamento teórico, realizou-se um levantamento sobre inovação em organizações públicas e sobre os fatores determinantes para inovação organizacional. Esta investigação considerou como hipótese que os processos de aprendizagem organizacional se dão quando os conhecimentos relevantes são estruturados e compartilhados, apoiando a inovação organizacional; a organização inovadora pode ser identificada mediante a análise de suas competências e pela capacidade de absorver conhecimentos do ambiente onde a organização está inserida. A presente pesquisa é de natureza quantitativa, com objetivo exploratório, aplicou-se uma survey, com escala tipo Likert. Os achados da pesquisa demonstram que, na perspectiva dos servidores do TCE-CE, o fator ambiente de estímulo a aprendizagem apresentou-se com resultados bastante expressivos. Em relação ao fator gestão de competências, observa-se que é preciso direcionar esforços para o desenvolvimento de habilidades e competências individuais, grupais e organizacionais, alinhando à estratégia organizacional. Destaca-se o surgimento do fator comunicação e cultura organizacional, reforçando que a capacidade de inovar está nas habilidades e atitudes das pessoas que nela trabalham. No geral, pode-se considerar uma orientação moderada para inovação na organização em estudo, necessitando da continuidade de estudos de processos voltados para a inovação
