Sobre os limites constitucionais de educação e saúde e a eficiência técnica dos gastos municipais

The main objective of this study is to analyze the relation between the minimum limits of spending on education and health imposed by the Federal Constitution of 1988 and the technical efficiency of municipalities in the spending of these resources to provide public services. To do so, it uses the methodology of data envelopment analysis to estimate the relative technical efficiency of the municipalities, in addition to a Tobit regression model to investigate the correlation between the expenditures in relation to the limits and the supplying efficiency of these public services by the municipalities of the State of Ceará.O presente trabalho tem como principal objetivo analisar a relação entre os limites mínimos de gasto com educação e saúde impostos pela Constituição Federal de 1988 e a eficiência técnica dos municípios no uso destes recursos para prover serviços públicos. Para tanto, utiliza a metodologia de análise envoltória de dados para estimar a eficiência técnica relativa dos municípios, além de um modelo de regressão Tobit para investigar a correlação entre os gastos em relação aos limites e a eficiência na oferta desses serviços públicos pelos municípios do Estado do Ceará
