Indicadores de exclusão social e mitigação de pobreza no Ceará

This study analyzes the evolution of social exclusion indicators in Ceará State, Brazil, and the strategies adopted by the State government that aim to alleviate poverty that exist in that State between 1992 and 2007. The study uses as a way of measuring poverty the Social Exclusion Index (IES) developed by Lemos (2008), throughout the analysis of indicators of deprivation that compose it. Secondary data collected from the IBGE, used in the structuring of the PNAD, in the period between 1992 and 2007 in order to show the evolution of these indicators. The study also shows the implemented policies in Ceará to mitigate poverty in a structural nature and policies of income transfer. By analysis the results showed by IES during the period 1992 to 2007, he saw that it has a downward trend (from 56.15% in 1992 to 38% in 2007). Among the indicators of deprivation which are included in the calculation of the IES, the water deprivation and the garbage collecting depravation decreased, while the indicators such as deprivation of income and sanitation still having high values (66.48% and 50.05%, respectively), showing that programs access to water, education and garbage collection should have better effects over reduction of social exclusion in Ceará State.Este trabalho visa analisar a evolução dos indicadores de exclusão social no Ceará e as estratégias tomadas pelo governo que objetivam mitigar a pobreza existente nesse Estado, entre os anos de 1992 e 2007. O estudo utiliza como forma de mensurar a pobreza o Índice de Exclusão Social (IES) desenvolvido por Lemos (2008), por meio da análise dos indicadores de privação que o compõe. Foram utilizados dados secundários coletados do IBGE, usados na estruturação das PNADs, no período entre 1992 e 2007, a fim de mostrar a evolução desses indicadores. Como visto neste estudo, no Ceará foram implantadas políticas de combate à pobreza de caráter estruturante e políticas de transferência de renda. Pela análise do IES, no período de 1992 a 2007, viu-se que ele possui uma trajetória de queda (de 56,15% em 1992 para 38% em 2007), embora ainda que seja bastante discreta. Entre os indicadores de privação que constituem o cálculo do IES, o PrivAgua, o PrivEdu e o Privlixo apresentaram queda, ao passo que os indicadores PrivRenda e PrivSane ainda possuem valores altos (66,48% e 50,05%, respectivamente), mostrando que programas de acesso à água, à educação e à coleta de lixo tiveram melhores efeitos
