Among the major concerns of the researchers are seeking to understand what makes a student more skills and knowledge than others at the end of a cycle. This thesis focuses primarily on the academic performance of students from Ceará and sheds light on three specific issues that contribute to understand the gear of educational quality. First, it was observed in 2011 that students of the 5th grade of the Fortaleza municipal school system do well on standardized test Prova Brasil when they have good grades (up to five) in school. Although the relationship between school performance and school grades is not causal and many variables can influence this result, this positive impact is quite robust, even when taking into account the characteristics of the student and teacher, director, and school characteristics. Somehow, this result points that the public school teacher does not easily approves students without proper charges in relation to the content taught. On the second point, I tried to find what the actual influence of school transfers on math performance for students of the High School of Ceará. According to the literature, there are two possible and ambiguous effects for this variable. One effect can be positive if the purpose of the change is to seek a better school, which provides greater opportunity for the student. But it can also have a negative impact when the reasons for the change include bad behavior, difficulty adapting, among others reason. In general, this student mobility generates no significant impact. However, when decomposition is made mobility variable separating between students who changed town and only those who changed schools, remaining in the same town, it was found that the mobility intramunicipal reduces the student's performance. The third and final point sought to investigate why students of military public schools stand out so positively on standardized tests such as SPAECE and ENEM. It can be argued that the performance of these students is overvalued if their previous performance is not taken into account. At least 50% of the academic performance of military difference to civilian students is due to the fact that those were already good students earlier. It's the inertial condition of knowledge accumulation. What is observed, after all the analysis and evaluation of the different variables that impact performance, is that there is no single, unambiguous way the get quality education. The school enviroment matters, the teacher is a key to better learnig, the school’s efficient management and services it provides to the community, the financial and infrastructure resources, the effective participation of parents in the learning process, among many other factors.A economia da educação conta com uma vasta literatura, intensificada já na década de 1990, que pouco se vê em outras áreas econômicas aqui no Brasil. Entre as maiores preocupações dos pesquisadores está a busca por entender o que faz um aluno obter mais habilidades e conhecimento do que outros ao final de um ciclo. Esta Tese tem como foco principal o desempenho acadêmico dos estudantes cearenses e lança uma luz sobre três questões específicas que contribuem para entender a engrenagem da qualidade educacional. Primeiro, observou-se, em 2011, que os alunos do 5º ano da rede municipal de ensino de Fortaleza se saem bem no teste padronizado da Prova Brasil quando eles têm boas médias (acima de cinco) na escola. Embora a relação entre desempenho e média escolar não seja causal e várias variáveis possam influenciar neste resultado, este impacto positivo é bastante robusto, mesmo quando se leva em consideração as características do aluno, as características do professor, do diretor e da escola. De alguma forma, este resultado indica que o professor de escola pública não aprova facilmente seus alunos, sem a devida cobrança em relação ao conteúdo ministrado. No segundo ponto, buscou-se verificar qual a efetiva influência das transferências escolares sobre o desempenho de matemática para os estudantes do Ensino Médio do Ceará. De acordo com a literatura, há dois efeitos possíveis e ambíguos para esta variável. Um efeito pode ser positivo se o objetivo da mudança é buscar uma escola melhor, que oferece maior oportunidade para o aluno. Mas também pode ter um impacto negativo, quando os motivos para a mudança incluem mau comportamento, dificuldade de adaptação, entre outros. De uma maneira geral, esta mobilidade estudantil não gera impacto estatisticamente significante. Entretanto, quando é feita uma decomposição da variável de mobilidade, separando entre os alunos que mudaram de cidade e aqueles que só mudaram de escola, permanecendo na mesma cidade, verificou-se que a mobilidade intramunicipal reduz o desempenho do estudante. O terceiro e último ponto buscou investigar porque os alunos das escolas públicas militares se destacam tão positivamente nos testes padronizados, como SPAECE e ENEM. É possível afirmar que o desempenho destes alunos está sobrevalorizado, se o seu desempenho prévio não for levado em conta. Pelo menos 50% da diferença de desempenho acadêmico dos militares para os alunos civis se deve ao fato de que aqueles já eram bons alunos anteriormente. É uma condição inercial de acúmulo do conhecimento. O que se observa, após toda a análise e avaliação das diversas variáveis que impactam o desempenho, é que não há um caminho único e inequívoco para se obter qualidade educacional. O ambiente escolar importa, o professor é peça-chave para o melhor aprendizado, a gestão eficiente da escola e dos serviços por ela prestados à comunidade, os recursos financeiros e de infraestrutura, a efetiva participação dos pais no processo de aprendizado, entre vários outros fatores
