The Managers and Environmental Public Policy in the Capacitation for the Promotion in the Municipal Sustainability the case of Fortaleza-CE

The environmental politics depend on the popular participation and on the public administrators in the conduction of the environmental plan process, in the definition of the strategic orientation of the town, state or country. The exercise of government followed by the precepts of sustainability requires an ethical compromise on the part of the competent management. So there is the questioning: are the public agents of Fortaleza-CE, properly prepared to follow the environmental norms guarding the equilibrium with the activities of economic development aiming to preserve the life quality of the population as well to achieve a more sustainable development? In that way, this work intends to analyze the organization of the environmental management carried out by the municipal Public Sector in the city of Fortaleza-CE after participation of representatives in the Qualification National Program of Environmental Agents and Counselors of the Environment National System. By the evaluating research, the results enabled to draw the features of the agent that acts in the Environment institutions of Fortaleza-CE and how is their management. Permitting the understanding of the actions of government of the city for environmental sustainability against the evolution of the concept of sustainable development and bringing the need to discuss the importance of the conception and implementation of a Environmental Management System (SGA) in the municipal Public Administration.As políticas ambientais dependem da participação popular e dos administradores públicos na condução do processo do plano ambiental, na definição da orientação estratégica do município, estado ou país. Exercer a governança seguindo preceitos de sustentabilidade requer um comprometimento ético por parte da gestão competente. Tendo assim, o questionamento: estão os gestores públicos da cidade de Fortaleza-CE, preparados adequadamente para fazer cumprir as normas ambientais guardando equilíbrio com atividades de desenvolvimento econômico visando preservar qualidade de vida da população e dessa maneira alcançar um desenvolvimento mais sustentável? Dessa maneira, este trabalho objetiva analisar a organização da gestão ambiental realizada pelo Poder Público municipal na cidade de Fortaleza-CE após participação de representantes no Programa Nacional de Capacitação de Gestores Ambientais e Conselheiros do Sistema Nacional do Meio Ambiente. A partir da pesquisa avaliativa, os resultados possibilitaram traçar o perfil do gestor que atua nos órgãos de Meio Ambiente de Fortaleza-CE e como se dá a gestão. Permitindo o entendimento das ações de governança da cidade para sustentabilidade ambiental, encontrando-se com a evolução do conceito de desenvolvimento sustentável e trazendo a necessidade de discutir a importância da concepção e implementação de um Sistema de Gestão Ambiental (SGA) na Administração Pública municipal
