Transport policies in the Brazilian Amazon: an analysis of points of view of logistics and sustainable regional development

Methodologically the research is characterized as exploratory and literature. Exploratory to provide a greater familiarity with the problem, in order to make it more explicit. Literature to make use of various documents. Presents a literature review on logistics, transport and public policy and sustainable regional development, together with the study of public policy in transportation, planned and implemented in the Brazilian Amazon, the early Republican period through the end of Luiz Inácio da Silva's government, presenting an analysis of results. It seeks to identify the environmental analysis in decision making processes involving the transport policy options for the region and the influences of these policies on sustainable regional development and efficiency of logistics operations. Justifies itself by providing new parameters for planning. These parameters, considering the question of exhaustion of natural resources, sustainability, and in particular the balance between the needs of the country and the man who inhabits the Amazon, considering the importance and fragility of their ecosystems. Brings a critical analysis of successes and failures, from the various decisions of public officials over time. Otherwise providing a vision of the choices made by different teams of government, according to the social categories to which they belonged, their origins and party according to their political and ideological formations. The results indicated that only in recent decades has conducted studies of environmental impacts of transport works in the region, the characteristics of the social categories of managers directly influence the decisions and that low investment in research to planning restrictions have created. Identifyed also a constant separation between what was planned and what was actually executed, and reducing the chance of achieving the proposed objectives in the planning. Finally, and very importantly, points to a new possibility of using capillary action of the great rivers that form the Amazon Basin. This allows you options such as capillary transport in the region, with the possibility of lower costs and lower environmental impacts, transforming the matrix of transport in the region a good example of intermodality, constructed with respect to the environment and coupled with a vision of sustainability.Esta pesquisa trata das políticas de transportes na Amazônia Brasileira analisadas sob os pontos de vista das operações logísticas e do desenvolvimento regional sustentável. Em termos metodológicos a pesquisa caracteriza-se como exploratória e bibliográfica. Exploratória por visar proporcionar maior familiaridade com o problema, com vistas a torná-lo mais explícito. Bibliográfica por fazer uso de documentos diversos. Apresenta uma revisão literária sobre logística, políticas públicas e transportes e desenvolvimento regional sustentável, acompanhada do estudo das políticas públicas na área de transporte, planejadas e implementas na Amazônia Brasileira, do início do período republicano até o final do governo Luiz Inácio da Silva, apresentando uma análise dos resultados obtidos. Busca identificar as análises ambientais nos processos decisórios que envolvem as opções de políticas de transporte para a região e as influências dessas políticas no desenvolvimento regional sustentável e na eficiência das operações logísticas. Justifica-se por fornecer novos parâmetros para o planejamento. Parâmetros esses, que consideram a questão do esgotamento de recursos naturais, da sustentabilidade, e em especial, do equilíbrio entre as necessidades do País e do homem que habita a Amazônia, diante da importância e da fragilidade de seus ecossistemas. Traz uma análise crítica dos erros e acertos, oriundos das várias decisões dos agentes públicos ao longo do tempo. Propiciando assim, uma visão das escolhas feitas pelas diversas equipes de governo, em função das categorias sociais a que pertenciam, das suas origens partidárias e em função das suas formações político-ideológicas. Os resultados indicaram que somente nas últimas décadas tem se realizado estudos de impactos ambientais das obras de transportes na região, que as características das categorias sociais dos gestores influenciou diretamente nas decisões e que os baixos investimentos em pesquisa criaram restrições ao planejamento. Iidentificaram também, uma constante dissociação entre o que foi planejado e o que foi realmente executado, diminuindo a possibilidade de se alcançar os objetivos propostos no planejamento. Por último, e muito importante, aponta para uma nova possibilidade de utilizar a grande capilaridade dos rios que formam a Bacia Amazônica. Capilaridade essa que pemite opções de transporte na região, com possibilidade de menores custos e de baixos impáctos ambientais, transformando a matriz de transporte da região em um bom exemplo de intermodalidade, contruida com respeito ao meio ambiente e aliada a uma visão de sustentabilidade
