Alleged inequities in\ud the rationing policies used in Hells Canyon National Recreation Area\ud prompted an evaluation of procedures for allocating private and\ud commercial float use on the Hells Canyon portion of the Snake River.\ud This paper proposed and tested a resource allocation model based\ud on the theoretical assumption that identifiable user characteristics\ud would influence both the perceptions and the evaluations of five\ud rationing mechanisms: pricing, reservation, lottery, first-come/firstserved,\ud and merit.
