The use of multiple level benefits in the implementation of a management science program: a test in a public sector organization

The problem of how to enhance the chances of success in implementing Operations Research and Management Science (OR/MS) programs is presented and discussed. Also, arguments for the importance of this problem are presented. The hypothesis, that "a Multiple Level Benefits (MLB) implementation technique yields more positive attitudes toward the program and that these positive attitudes will continue" is described and assessed. The term "Multiple Level Benefits" as used here means that an active campaign is carried out for top management, middle management, supervisors, and the working force to show them the benefits of the program to be implemented. This discussion provides a review of the methods of illustrating the program benefits and the presentation techniques used.\ud The method of testing the hypothesis involves the use of two questionnaire surveys. The surveys measure the attitudes of several different response groups. The second survey's primary purpose is to provide information on changes in attitude levels over time. The area of application of this study is considered. The benefits of the MLB method for the test organization as well as other types of organizations are considered. The analysis of the results indicates that the MLB method of implementation does in fact enhance positive attitudes toward the program being implemented. This study clearly provides strong support for incorporating Behavioral Science change theory into the implementation process
