Risk management: a multicumn study of the process of recruitment and execution of works of a public institution of higher education

Public organizations, when performing their finalistic activities, are influenced by internal and external factors that make it uncertain whether they will achieve their objectives. Therefore, in the search for a tool that can help in making decisions as well as identify the undesirable risks, the practice of Risk Management has stood out. In this sense, considering that the application of a Risk Management systematic brings numerous benefits to an institution, this study was developed with the purpose of proposing a Risk Management tool aimed at identifying the risks in the process of contracting and executing the works of UFSM. For this, a descriptive and predominantly qualitative research was carried out through multi-stage studies of the contracts of 5 (five) works completed in the last five years at UFSM. The data collection procedure occurred in two stages, the first one was through documentary research through the analysis of the contracts and the additive terms of the analyzed works, and the second was through five (5) semistructured interviews and a script previously established with the UFSM servers that were involved with the searched problem. The main results obtained from the 67 (sixty seven) identified risks show that the highest percentage of predominance (28%) materialized during the bidding phase and that most of them are from internal source to the institution (79%) and type operational (57%). Regarding the risk analysis, it was found that 58.2% of the identified risks are considered at extreme and high level, which proves the need for tighter controls by management and, on the other hand, the risks considered at medium and high level. low level represented a percentage of 41.8%, requiring more moderate decision-making and controls. Regarding risk assessment, a "risk appetite" matrix was developed, revealing that 58.2% of the risks have a probability and impact above the exposure limit that the institution is willing to support. With regard to the recommendation for the treatment of risks, UFSM can define whether the risk will be avoided, mitigated, shared or accepted by the organization. Finally, this study, besides contributing to compliance with the legislation and the recommendations of the control bodies in the field of risk management, collaborated to identify the risks that UFSM is exposed in its process of contracting and executing works, as well as how it determines the level of criticality of each risk, according to its probability (chance of occurrence) and impact (consequences), and, from this, allows the institution to decide what actions to respond to the risks will be taken to reduce or eliminate the threats raised.As organizações públicas, quando desempenham as suas atividades finalísticas, sofrem influências de fatores internos e externos que tornam incertos se elas alcançarão os seus objetivos. Diante disso, na busca por uma ferramenta que possa auxiliar na tomada de decisões bem como identificar os riscos indesejáveis, a prática da Gestão de Riscos tem se destacado. Neste sentido, considerando que a aplicação de uma sistemática de Gestão de Riscos traz inúmeros benefícios para uma instituição, este estudo foi desenvolvido com o objetivo de propor uma ferramenta de Gestão de Riscos voltada para a identificação dos riscos existentes no processo de contratação e execução das obras da UFSM. Para tanto, realizou-se uma pesquisa descritiva e de natureza predominantemente qualitativa concretizada por meio de estudos de multicasos dos contratos de 5 (cinco) obras concluídas nos últimos cinco anos na UFSM. O procedimento de coleta de dados ocorreu em duas etapas, a primeira foi por meio da pesquisa documental através da análise dos contratos e dos termos aditivos das obras analisadas e, a segunda se deu através de 5 (cinco) entrevistas semiestruturadas e com um roteiro previamente estabelecido com os servidores da UFSM que estavam envolvidos com o problema pesquisado. Os principais resultados encontrados dos 67 (sessenta e sete) riscos identificados, expõe que o maior percentual de predominância (28%) se materializou na durante a etapa licitatória e que a maioria deles são de fonte interna à instituição (79%) e do tipo operacional (57%). Em relação a análise dos riscos, constatou-se que 58,2% dos riscos identificados são considerados de nível extremo e nível alto, o que comprova a necessidade de controles mais rígidos pela administração e, em contrapartida, os riscos considerados de nível médio e nível baixo representaram um percentual de 41,8%, demandando tomada de decisões e controles mais moderados. No que tange a avaliação dos riscos, foi elaborada uma matriz de “apetite a risco” revelando que 58,2% dos riscos possuem probabilidade e impacto acima do limite de exposição que a instituição está disposta a suportar. No que diz respeito a recomendação para o tratamento dos riscos, a UFSM poderá definir se o risco será evitado, mitigado, compartilhado ou aceito pela organização. Por fim, este estudo, além de contribuir para o atendimento da legislação e das recomendações dos órgãos de controle no campo da gestão de riscos, colaborou para a identificação dos riscos que a UFSM está exposta no seu processo de contratação e execução de obras, bem como determinou o nível de criticidade de cada risco, de acordo com sua probabilidade (chance de ocorrência) e impacto (consequências), e, a partir disso, possibilita que a instituição possa decidir quais as ações de respostas aos riscos serão tomadas para reduzir ou eliminar as ameaças levantadas
