¡Oye!: Língua e negócio entre o Brasil e a Espanha

In this study about the international spread of the Spanish language, we focus on the analysis of the agreement ¡Oye! Espanhol para professores, signed in September 2006 by Spain’s Banco de Santander and the Department of Education of the State of São Paulo. The purpose of the agreement, which also involved the Cervantes Institute, was the training of 45,000 teachers of Spanish to operate in Brazilian Secondary Education. It was for the most part rejected by the education community, which mobilized to stop its implementation. In this article we describe and analyze different actions and discourses surrounding the agreement and the ensuing controversy, and examine the media coverage of both the agreement and the opposition to it. On the one hand we show that economic interests take priority over cultural cooperation, and that language spread agents follow a business logic, approaching language spread as a lucrative activity and as the spearhead of commercial diffusion. On the other hand, we interpret the reaction of opponents to the agreement in terms of the tensions brought about by the coexistence of national and global contexts in language policy. We concluded that some of the strategies used by the agents of language promotion and commercial expansion in order to counter resistance were, first, the erasure of the opposition and, second, the building of an alternative community, the iberoamerican community, in which the political nature of their operations was neutralized and their presence naturalized. Espanhol para professores, assinado em setembro de 2006 entre o Banco Santander espanhol e a Secretaria de Educação do Estado de São Paulo, cuja finalidade era a formação de 45.000 professores de espanhol para atuarem no ensino médio brasileiro. O acordo, que envolveu também o Instituto Cervantes espanhol, recebeu uma forte oposição por parte da comunidade educacional, que se mobilizou para sustar sua implementação. Neste trabalho, apresentamos e analisamos diferentes ações e discursos face ao acordo por parte dos agentes envolvidos no debate, ao mesmo tempo em que examinamos a cobertura midiática que receberam tanto o acordo em si quanto os discursos e ações em favor ou contra ele. Por um lado, mostramos que os interesses econômicos preponderam sobre a cooperação cultural, e que as ações dos agentes da promoção lingüística seguem uma lógica empresarial que aborda a promoção da língua como uma atividade lucrativa e um ponto de penetração comercial. Por outro lado, tivemos a reação dos oponentes ao acordo em termos das tensões provocadas pela convivência de contextos nacionais e globais de política lingüística. Concluímos que algumas das estratégias dos agentes de promoção do espanhol e das empresas espanholas em expansão para se contrapor à resistência foram, de um lado, a elisão ideológica da oposição e, de outro, a criação de uma comunidade alternativa, a comunidade ibero-americana, na qual suas operações se neutralizam e sua presença fica naturalizada.
