As methodological theoretical perspective of knowledge approach, we turn to the historical and dialectical materialism, considering that only this heuristic device provides us with successive approximations to the object, to capture determinations, contradictions and trends in the dialectical movement of the real. To give materiality to research and to study and grasp of the state of the art, as well as its proper and rigorous development, we use as methodological procedure a bibliographical and documentary research with a qualitative approach.Based on the assumption thatis the fiscal adjustment configured as an output to the structural crisis of capital and, therefore, assumes a strategic role in the development policies of countries, especially underdeveloped, to identify trends of the social security, we reviwed official documents of the Government Federal, specifically, the documents "Under the snlight: an agenda for Brazil," of second government Dilma Roussef, and the program "a Bridge for the future" government Michel Temer. Also, it was made a thorough examination of the provisional measures presented in this time lapse and that qualify as intensification of fiscal adjustment with implications for social security. This study showed that the respective government programs are in line with the continuation of the neoliberal project in Brazil and the MP's are, in this sense, an important instrument for legitimizing the interests of capital in the disput for the public fund, that is translate into measures macroeconomic orientation shown under the form of contrarreformas in social security what hampering access to social protection. The results of our analysis corroborate with the thesis of Ana Elisabete Mota (2015), indicates that initiatives superadoras the economic crisis in Brazil the result of political culture that reproduces the basis of the constitution of the hegemony of big business and that this movement is expressed in a given conjuncture, mediated by the dilution of class projects search in of consensusEsta dissertação trata do acirramento do atual ajuste fiscal para a seguridade social e tem como objetivo identificar e analisar as propostas de desenvolvimento e ações do Governo Federal que se qualificam como estratégias e mecanismos de manutenção do projeto neoliberal de contrarreformas no Brasil. Como perspectiva teórica metodológica de abordagem do conhecimento, recorremos ao materialismo histórico-dialético, por considerar que somente este recurso heurístico nos propicia aproximações sucessivas ao objeto, apreendendo suas determinações, contradições e tendências no movimento dialético do real. Para dar materialidade à pesquisa e para o estudo e apreensão do estado da arte, bem como o seu adequado e rigoroso desenvolvimento, utilizamos como procedimento metodológico uma pesquisa bibliográfica e documental, com abordagem qualitativa. Partindo do pressuposto de que o ajuste fiscal configura-se como uma saída à crise estrutural do capital e, portanto, assume papel estratégico nas políticas de desenvolvimento dos países, sobretudo, subdesenvolvidos, para identificar as tendências da seguridade social nos debruçamos em realizar uma análise documental acerca de documentos oficiais do Governo Federal, especificamente, os documentos ―Sob a Luz do Sol: uma agenda para o Brasil‖, do segundo governo Dilma, e o Programa ―Uma Ponte para o Futuro‖, do governo Michel Temer. Além disso, foi feito um exame minucioso das medidas provisórias apresentadas nesse lapso temporal e que se qualificam como acirramento do ajuste fiscal com implicações na seguridade social. Este estudo mostrou que os respectivos programas governamentais estão em consonância com a continuidade do projeto neoliberal no Brasil e as MP‘s são, nesse contexto, um importante instrumento de legitimação de interesses do capital na disputa pelo fundo público, que se traduzem em medidas de orientação macroeconômica evidenciada sob a forma de contrarreformas na seguridade social e que dificultam o acesso a direitos de proteção social. Os resultados da nossa análise corroboram com a tese de Ana Elisabete Mota (2015), indica que as iniciativas superadoras da crise econômica no Brasil resultam de uma cultura política que reproduz as bases da constituição da hegemonia do grande capital e que esse movimento se expressa, numa determinada conjuntura, mediatizada pela diluição de projetos de classes em busca de consensos
