ENVIRONMENTAL PLANNING AS BASE TO THE MASTER PLAN OF THE CAMPUS OF UFSM RS

The occupation in inadequate sites, the degradation of the natural resources, of the landscapes, it s brought to the reality of the Campus of UFSM in Santa Maria - RS, an unsustainable environmental situation ecological and partner-economically. Besides significant losses of the ecological biodiversity, the Campus presents mobility problems and urban infrastructure. Leaving of that reality, that work had for objectives to know, to analyze and gerency the environmental reality of the campus, adopting a ecosystem vision of the environment, through the integration of the urban, agricultural and natural ecosystems. Seeking to contribute for this purpose, the conceptual bases of the environmental planning were adopted proposed by Franco (2001). Para that, to map and systematic administration of the environmental reality of the Campus were accomplished starting from a Geographical System of Information (SGI), associated to the environmental analysis for geoprocessing, as methodology proposed by Xavier of Silva (1999) and Mello Filho (2003). In that way, in the Diagnosis Proceeding, the environmental data were organized in three class - Half Partner-cultural, Half Biotic and Half Physical-environmental, and these were analyzed and integrated through Environmental Evaluations. The Environmental Evaluations made use of add to of information, with space definitions of the reality and of the demands of the environmental legislation. As results were several identified potentials and environmental conflicts. As potentials stand out the several areas that shelter significant copies of the regional biota, the natural landscape, the low steepness of the ranch that facilitates the urban occupation, among others. At the same time, it is observed that the principal existent environmental conflicts meet in the irregularly occupation in APPs, mainly the urban occupations (constructions) and the areas cultivated for agricultural production. The Prognostics Proceeding, composed by the Environmental Zoning and the Strategies for the Environmental Administration they contemplate relative factors to the creation of a gradual process of preservation and recovery environmental ally to the improvement of the life conditions and urban development in the Campus. With certainty that study contributes to effective actions in the area of the process of Institutional Administration, presupposed necessary to the construction of a process of continuous Environmental Planning, of collective interest, participant and sustainable.A ocupação em sítios inadequados, a degradação dos recursos naturais, das paisagens trazem à realidade do Campus da UFSM RS uma situação ambiental insustentável ecológica e sócio-economicamente. Além de perdas significativas da biodiversidade ecológica, o Campus apresenta problemas de mobilidade e infraestrutura urbana. Partindo dessa realidade, esse trabalho teve por objetivos conhecer e analisar a realidade ambiental do Campus, adotando uma visão ecossistêmica do ambiente, através da integração dos ecossistemas urbanos, agroecossistemas e ecossistemas naturais. Visando contribuir para este propósito, adotaram-se as bases conceituais do planejamento ambiental propostas por Franco (2001). Para isso, foram realizados mapeamento e gerenciamento sistemático da realidade ambiental do Campus a partir de um Sistema Geográfico de Informação (SGI), associado à análise ambiental por geoprocessamento, conforme metodologia proposta por Xavier da Silva (1999) e Mello Filho (2003). Dessa forma, nos Procedimentos Diagnósticos, os dados ambientais foram organizados em três taxonomias - Meio Sócio-Cultural, Meio Biótico e Meio Físico-Ambiental, sendo que estes foram analisados e integrados através de Avaliações Ambientais. Essas Avaliações Ambientais fizeram uso de integração digital de informações, com definições espaciais da realidade e das exigências da legislação ambiental brasileira vigente. Como resultados foram identificados diversas potencialidades e conflitos ambientais. Como potenciais destacam-se as diversas áreas que abrigam significativos exemplares da biota regional, a paisagem natural, a baixa declividade do sítio que facilita a ocupação urbana, entre outros. Ao mesmo tempo, observa-se que os principais conflitos ambientais existentes na inconformidade de ocupação em Áreas de Preservação Permanente, principalmente as ocupações urbanas (edificações) e as áreas cultivadas para produção agrícola. Seguindo, são apresentados os Procedimentos Prognósticos, compostos pelo Zoneamento Ambiental e as Estratégias para a Gestão Ambiental contemplam fatores relativos à criação de um processo gradual de preservação e recuperação ambiental aliado à melhoria das condições de vida e desenvolvimento urbano no Campus. Com certeza esse estudo contribui para ações eficazes na área do processo de Gestão Institucional, pressupostos necessários à construção de um processo de Planejamento Institucional contínuo, de interesse coletivo, participativo e sustentável
