DIGITAL INCLUSION AS A REGIONAL PUBLIC POLICY A SURVEY ON THE REUNIFICATION OF THE SPACE AND THE TIME OF SOCIAL PARTICIPATION

The regional integration processes occupy the middle ground between the local and the global spheres. In the European Union, the regional institutions formulate norms and policies, which are very important for the coherence among the superposed spheres of governance. The social participation on their elaboration is a crucial factor for the legitimacy of this political endeavor. We investigate if it s possible for the citizens to be directly and continuously engaged throughout the regulatory and policy-making processes in regional integration experiences. What underpin this question are the changes that took place at the end of the XXth Century, with the rise and convergence of the information and communication technologies. The hypothesis of the research is that citizen communities in cyberspace have the potential to fill the virtual public space of integration processes with a dynamics of discussion, providing continuous interaction among citizens, as well as with institutional representatives. This would be a way to enhance social participation and diminish the levels of democratic deficit. The Internet reinforces two elements, which are essential for social participation: the availability of information and the channels of interactivity. The information on official sites contributes to raise awareness about regional integration, while the active engagement can be supported by the tools of digital communication. We conclude that, with the aid of technology, it s possible to develop a continuous participation on regulation and policy making in integration processes. However, this is not yet a reality in Mercosur for two main reasons. Firstly, there s a lack of information and scarcity of channels for social interaction, which should be provided by the regional institutions. Secondly, there s not enough access to infrastructure and skills, necessary for the digital inclusion. The convergence of the political agendas regarding information society can be a powerful instrument to provide growth and equity. The elaboration of a common policy of digital inclusion in Mercosur could foster a culture of taking public actions together, as well as succeed to strengthen the integration process itself.Com o advento dos processos de integração regional, surge um meio termo entre o local e o global. No caso da União Européia, este âmbito institucional tem como uma das suas funções a elaboração de normas e políticas públicas, que são elementos fundamentais para a coerência entre os âmbitos de governança sobrepostos. O engajamento dos cidadãos na sua formulação é um fator que provê legitimidade à integração. Neste trabalho, procura-se investigar a possibilidade de que a elaboração de normas e políticas públicas regionais conte com o envolvimento contínuo da sociedade ao longo do processo decisório. Tal questionamento lastreia-se principalmente nas transformações ocorridas no fim do século XX, com o surgimento das novas tecnologias de informação e comunicação. A hipótese desta pesquisa é a de que as comunidades virtuais teriam o potencial de preencher o ciberespaço público integracionista com uma dinâmica discursiva multi-direcional, servindo à interação permanente entre os cidadãos, e destes com os representantes institucionais. Possibilitar-se-ia desta forma o aumento da freqüência da participação social e a diminuição do déficit democrático que acomete as experiências integracionistas. A Internet reforça dois elementos essenciais à participação cidadã, quais sejam, a informação e a interatividade. A informação disponibilizada nos sites oficiais contribui para aumentar o conhecimento acerca dos processos de integração, enquanto o envolvimento amiúde pode ser possibilitado pelas ferramentas de comunicação digital. Conclui-se que é possível haver a participação contínua da sociedade no processo de elaboração de políticas públicas regionais por meio da utilização das ferramentas tecnológicas, principalmente da Internet. Isso, entretanto, ainda não ocorre no âmbito do Mercosul por duas razões. A primeira é a falta de informações e canais de interação, que devem ser providos pelas instituições integracionistas. A segunda é a falta de acesso da população aos recursos físicos e humanos essenciais à inclusão digital. A integração regional das agendas para a sociedade da informação pode ser um poderoso instrumento para o crescimento com eqüidade. A elaboração de uma política comum de inclusão digital no âmbito do Mercosul poderia incentivar a emergência de uma cultura de ações públicas conjuntas, hoje inexistente na região, além de contribuir, em última análise, para o fortalecimento do bloco
