Family farm: the rural space of Dilermando de Aguiar / RS

The structure of land ownership based on family farma can be considered as one of the riches that a municipality or a region may have. However, this category has been studied by researchers linked to several areas of knowledge and worked in various government policies sectors which explains the different conceptions that involve this concept, as well as the relevant challenges and perspectives. Therefore, the study had a problem to analyze the family production, as an articulator agent of the rural space fundamental to the economic development of Dilermando de Aguiar. This research is justified because of its social relevance for the planning of rural areas of Dilermando de Aguiar, since the aim is search to provide subsidies to the municipal managers, for possession of this informations can develop alternatives that aim to boost the productive area and contribute to the local/rural development. In view of these propositions, has as main objective to analyze the family farm of Dilermando de Aguiar, through their agricultural productions. As specific objectives were a) to characterize the main agricultural productions developed by the small producers for the generation of income, in 1997-2015 and also at nowadays; b) To identify which policies are being used in Dilermando de Aguiar, for the small producers remain in their rural areas along with PRONAF, and how is the participation of EMATER and the Municipal Agriculture and Environment policy implementation, and c) To identify the strategies of social reproduction of family farm in Dilermando de Aguiar. Methodologically, the research was structured in steps. First, the theoretical reference was used to define the concepts of the subject in question. At the same time, surveys were carried out in secoudary sources, through data collection. Subsequently, the fieldwork was conducted, in order to observe, in situ, the question under the study.From this perspective, combining the theoretical concepts to the data collected and in order observation, it was possible to interpret and analyze the structure of the family farm in Dilermando de Aguiar. The final considerations starts from the reflection of the characterization of family farm as an alternative of social and economic reproduction of the families wicth cultivate the agricultural productions commented in this research: soybean, rice, beef and dairy cattle, sheep, horticulture, fruit, maize and manioc. This work allowed to understand the importance of the primary sector for the local development, potentializing the diverse niches of the local and regional market. In addition to PRONAF, family farm has assistance and incentives from EMATER and the Municipal Department of Agriculture. In this context, the programs and projects developed by these government agencies gain, in the municipality, ease of access, due to the policies thought to the local reality resulting in greater chances of success. Therefore, it is fundamental to understand the main barriers of local agriculture to subsidize the development of public policies that will contribute to the growth of family agriculture in Dilermando de Aguiar.A estrutura fundiária baseada na agricultura familiar pode ser considerada como uma das riquezas que um município ou uma região podem ter. Contudo, esta categoria social vem sendo estudada por pesquisadores ligados a diversas áreas do conhecimento e trabalhada em vários setores de políticas do governo o que explica as diferentes concepções que envolvem este conceito, bem como, os desafios e as perspectivas pertinentes. Desse modo, o estudo tem como problema analisar a produção familiar, como um agente articulador do espaço rural fundamental para o desenvolvimento econômico de Dilermando de Aguiar. Justifica-se a realização desta pesquisa devido a sua relevância social para o planejamento do espaço rural de Dilermando de Aguiar, uma vez que, busca-se fornecer subsídios aos órgãos gestores municipais, para que de posse destas informações possam elaborar alternativas que visem dinamizar o espaço produtivo e contribuir para o desenvolvimento local/rural. Frente a essas proposições tem-se como objetivo geral analisar a agricultura familiar de Dilermando de Aguiar, através de suas produções agrícolas e consequentemente sua reorganização espacial. Como objetivos específicos busca-se: a) caracterizar as principais produções agrícolas desenvolvidas pelos pequenos produtores para a geração de renda, na escala temporal de 1997-2015 e também na atualidade; b) Identificar quais políticas estão sendo utilizadas em Dilermando de Aguiar para a permanência do pequeno produtor no seu espaço rural juntamente com a repercussão do PRONAF, e de que forma ocorre a participação da EMATER e da Secretaria Municipal de Agricultura e Meio Ambiente na execução das mesmas e c) identificar as estratégias de reprodução social dos agricultores familiares de Dilermando de Aguiar. Metodologicamente, a pesquisa foi estruturada em etapas. Primeiramente utilizou-se o referencial teórico para definir os conceitos da temática em questão. Paralelamente, elaboram-se levantamentos em fontes secundárias, por meio da coleta de dados. Posteriormente, realizou-se o trabalho de campo, com intuito de observar in loco a questão em estudo. Nessa perspectiva, aliando os conceitos teóricos aos dados coletados e à observação in loco, foi possível interpretar e analisar a estrutura da agricultura familiar em Dilermando de Aguiar. As considerações finais partem da reflexão da caracterização da agricultura familiar enquanto alternativa de reprodução social e econômica das famílias que cultivam as produções agrícolas comentadas na pesquisa: soja, arroz, pecuária bovina de corte e leite, ovinocultura, horticultura, fruticultura, milho e mandioca. Este trabalho permitiu entender a importância que o setor primário têm para o desenvolvimento local, potencializando os diversos nichos do mercado local e regional. Além do PRONAF, os agricultores familiares possuem assistência e incentivos da EMATER e Secretaria Municipal da Agricultura. Nesse contexto, os programas e projetos desenvolvidos por esses órgãos públicos ganham, no município, facilidade de acesso, devido às políticas pensadas à realidade local resultando em maiores possibilidades de sucesso. Portanto, é fundamental compreender os principais entraves da agricultura local para subsidiar o desenvolvimento de políticas públicas que, se viabilizadas, contribuirão para o crescimento da agricultura familiar de Dilermando de Aguiar
