A FAMILY LIVESTOCK AND A WATER MANAGEMENT OF THE CAMAQUÃ RIVER WATERSHED: A CASE STUDY IN ALTO CAMAQUÃ TERRITORY

However, this territory requires water management strategies, mainly due to the geological complexity that contributes to the occurrence of drought, the discontinuous rains and the lack of water in the catchment system. Any modification action in this reality requires knowledge of the Watershed Management Committee of the Camaquã River- WMCCR. The guiding objective of this research was to identify possible family livestock representation channels in the Alto Camaquã in WMCCR, seeking enable the construction of public policies that meet their specific demands. We tried to understand if the Committee's member institutions that potentially could represent the family livestock of the Alto Camaquã. We investigated if the family farmers recognize the WMCCR as legitimate place for the construction of public policies for their demands, so identifying if the farmers recognize some institution or representative of its class and how they adapt and face this vulnerability. To answer the research questions and objectives of this study made use of a conceptual model for the construction of the problem and then the interview scripts. The interviews were sent to content analysis, proposed by Laurence Bardin, guided by social research method of Marilia Cecilia Minayo as a way to understand the representative and symbolic aspects of social actors. 17 interviews with members of the Committee, management 2014/2016, were conducted, and 25 interviews with family farmers, comprises a total of ten districts of the Alto Camaquã territory. These results demonstrated a lack of representation and a lack of family livestock of the Alto Camaquã, besides deficiencies in representation of channels of the WMCCR categories included in this research. Soon the farmers do not recognize the Committee as a legitimate place for discussions of their problems about water resources management. The means of adaptation, in the territory of the Alto Camaquã, is due to a sustainable rationality in the management of springs, which are used for more noble consumption, as well as a care of them to ensure their existence on this place. Possible solutions of recognition channel and representations to these social actors on the margins of the Committee are proposed. Recommendations were also proposed involving management actions, in order to contribute to the development of public policies in the management of water resources of the family livestock of Alto Camaquã.Uma característica fundamental da pecuária familiar do Alto Camaquã é sua dependência pelos recursos naturais, inclusive as nascentes para dessedentação de animais e abastecimento doméstico. No entanto, este território necessita de estratégias de gestão de recursos hídricos, devido, principalmente, à complexidade geológica que contribui para a ocorrência de déficit hídrico, às chuvas descontínuas e à carência no sistema de captação de água. Qualquer ação de modificação dessa realidade requer conhecimento sobre o Comitê de Gerenciamento da Bacia Hidrográfica do Rio Camaquã-CGBHRC. O objetivo norteador desta pesquisa foi identificar os possíveis canais de representação da pecuária familiar do Alto Camaquã no CGBHRC, buscando viabilizar a construção de políticas públicas que atendam suas demandas específicas. Buscou-se compreender se as instituições-membro do Comitê que, potencialmente, poderiam representar a pecuária familiar do Alto Camaquã. Investigou-se se os pecuaristas familiares reconhecem o CGBHRC como local legítimo para a construção de políticas públicas para suas demandas, logo, identificando se os pecuaristas reconhecem alguma instituição ou representante de sua categoria e como se adaptam e enfrentam esta vulnerabilidade. Para responder as questões de pesquisa e os objetivos deste estudo, fez-se uso de um modelo conceitual para a construção da problemática e, posteriormente, dos roteiros de entrevistas. As entrevistas foram submetidas à análise de conteúdo, proposta por Laurence Bardin, orientada pelo método de pesquisa social de Marília Cecília Minayo, como forma de compreender os aspectos representativos e simbólicos dos atores sociais. Foram efetuadas 17 entrevistas com os membros do Comitê, gestão 2014/2016, e 25 entrevistas com os pecuaristas familiares, contemplando um total de dez distritos do território do Alto Camaquã. Os resultados desta pesquisa demonstraram falta de representatividade e desconhecimento da pecuária familiar do Alto Camaquã, além de falhas nos canais de representação das categorias do CGBHRC contempladas nesta pesquisa. Logo os pecuaristas não reconhecem o Comitê como um local legítimo para discussões dos seus problemas de gestão de recursos hídricos. O meio de adaptação, no território do Alto Camaquã, se deve a uma racionalidade sustentável no manejo das nascentes, que são utilizadas para consumos mais nobres, além de um cuidado a elas para garantir sua existência no local. São propostas possíveis soluções de canais de reconhecimento e representações para estes atores sociais que estão à margem do Comitê. Foram propostas, também, recomendações envolvendo ações de gestão, com vistas a contribuir para a construção de políticas públicas na gestão de recursos hídricos da pecuária familiar do Alto Camaquã
