English Language learners (ELLs) not only have the challenge oflearning to read and write, but how to do so in a second language. A variety ofprograms have been established in order to help ELLs learn English. This draws many educators to the question ... which program is best? This study looked at two different programs in order to determine which would better support the needs ofthese students and help them succeed academically. The two programs studied were, Structured English Immersion (SEI) and English only (EO) instruction. This study looked at the effect ofthese two programs on the English spelling and grammar ofELLs in the primary grades as measured by writing.
