PRESTAÇÃO DE CONTAS DAS ORGANIZAÇÕES NÃO GOVERNAMENTAIS BRASILEIRAS: UMA INVESTIGAÇÃO SOBRE TERMINOLOGIA CONTÁBIL

The role of Non-Governmental Organizations, also known as Non-Profit Organizations (NPOs), seems to have grown significantly in recent years in modern society, frequently substituting or complementing the governmental role. In Brazil this is no different. This study aims at  investigating the accounting terminology used by these entities, to account for their activities, and the degree of adherence of their financial statements to the Brazilian Accounting Board (CFC)’s rules, defined specifically for these organizations. The sample includes only typical NPOs, that is, the ones with the mission to promote welfare and citizenship, by working with philanthropy, health care, civic actions, human rights, voluntary actions promotion, cultural actions, environmental care, and similar. From these, only those who disclosed their accountability financial statements through their homepages were selected. From 269 homepages visited, only 31 had some kind of accounting related statements. The analysis reveals that the accounting terminology used by the NPOs is not standardized. In some cases this can compromise the information’s legibility or impair the comparability with others NPOs financial statements. Moreover, there is a low level of adherence to the CFC´s rules designed by/for the NPOs (NBC-T-10.19 and 10.4). The majority of the NPOs in the sample use the accounting terminology defined, by Brazilian legislation, to that dedicated to the profitable organizations (especially the law for firms which operate on the stock market).As Organizações Não Governamentais (ONGs), instituições privadas sem fins lucrativos, vêm desempenhando um papel cada vez mais relevante nas sociedades modernas, muitas vezes substituindo ou complementando o papel do Estado. No Brasil isso não é diferente. Este estudo investiga a terminologia contábil utilizada por essas entidades, para prestar contas das suas atividades e o grau de aderência de suas demonstrações contábeis às normas definidas pelo Conselho Federal de Contabilidade, para essas organizações. A amostra estudada incluiu apenas as ONGs típicas, ou seja, aquelas que atuam em ações relacionadas com a promoção do bem estar social e da cidadania, relacionadas à filantropia, melhorias na saúde, ações cívicas e de defesa de direitos civis, voluntariado, ações culturais e meio ambiente e assemelhadas. Destas foram selecionadas somente as que divulgam suas prestações de contas na Internet, em sítios próprios (homepages). De 269 sítios de ONGs visitados na Internet, apenas 31 continham algum tipo de prestação de contas. A pesquisa revela que a terminologia utilizada não é padronizada, o que em alguns casos pode comprometer a compreensibilidade ou a comparabilidade das informações divulgadas. Além disso a aderência às normas NBC-T 10.19 e 10.4 do CFC é muito baixa. Ao invés de adotarem a terminologia e apresentação nos moldes preconizados pelo CFC, a maioria prefere usar a terminologia definida pela legislação para as empresas com fins lucrativos (especialmente a Lei das Sociedades Anônimas)
