A REFORMA DA EDUCAÇÃO PROFISSIONAL NA NOVA LDB: PRESSUPOSTOS E IMPLICAÇÕES

The exposition of the results of this essay is structured in three chapters. In the first, the educational reform is contextualizing in relation to the capital systemic crisis and its global intensification process, the flexible productive reorganization and the consequent mutations in the work and in the education world as well as the role of the Brazilian Neoliberal State policy, in the 90 decade. The second presents the liberal citizen ship concept and its relation with the education, expressing the limits from the juridical equality of the citizenship(in a class societies and private appropriation from the production means) in the divulged democratization and universalization of the professional education. In the last articulate dialectically the theoric contents and concepts of the prior chapters to the professional education reform, in its contradictions between the proposal purposes and the effective purposes in the real world of the educative practice, to the light of the pertinent legislation, to the structural contradictions of the production of the flexible capital, to the logical financial rationality to the maintenance of the structural duality of the secondary education to the practical expression of the education ideologic discourse, based on recent empirical researches, in that modality of teaching. In that way, could conclude, by the technical procedure and dialectical theoricmethodologic adopted, that the professional education of the secondary school, started by the reform, deepen the structural duality between the scientific-politic knowledge and the technical productive construction, opposing the proposed targets in the law, confirming, in the macro aspect, the subordination of the education to the logic of the capital, as well as the structural-historic dependence of the brazilian economy to the international division of the production and of the work.Esta dissertação de mestrado em educação expõe os resultados de uma pesquisa que tem como objetivo de estudo A reforma da educação profissional na nova LDB/1996 e no Decreto-lei federal no 2208/1997. Aborda a educação técnico-profissionalizante em sua subordinação à lógica do capital transnacional e a resistência dos profissionais da educação, contextualizando-a na démarche da produção flexível da globalização neoliberal no Brasil, na década de 90, em suas relações na reestruturação produtiva do capital flexível da produção e do trabalho, no âmbito da crise sistêmica do capitalismo. A exposição dos resultados desta dissertação está estruturada em três capítulos. No primeiro, a reforma da educação é contextualizada em relação à crise sistêmica do capital e seu processo de intensificação global, a reestruturação produtiva flexível e as conseqüentes mutações no mundo do trabalho e da educação, assim como o papel da política do Estado neoliberal brasileiro, na década de 90. O segundo expõe o conceito de cidadania liberal e sua relação com a educação, expressando os limites da igualdade jurídica da cidadania (em uma sociedade de classes e de apropriação privada dos meios de produção) na propalada democratização e universalização da educação profissional. No último, articulam-se dialeticamente os conteúdos e conceitos teóricos dos capítulos anteriores à reforma da educação profissional, em suas contradições entre os objetivos propostos e os objetivos efetivados no mundo real da prática educativa, à luz da legislação pertinente, às contradições estruturais da produção do capital flexível, à lógica da racionalidade financeira, à manutenção da dualidade estrutural da educação de nível médio e à expressão prática do discurso ideológico da educação, embasadas em recentes pesquisas empíricas, naquela modalidade de ensino. Assim, pôde-se concluir, pelo procedimento técnico e teórico-metodológico dialético adotado, que a educação profissional do segundo grau, encetada pela reforma, aprofunda a dualidade estrutural entre o saber científico-político e o fazer técnico-produtivo, contrariando os objetivos propostos na legislação, confirmando, no aspecto macro, a subordinação da educação à lógica do capital, como também a dependência históricoestrutural da economia brasileira à divisão internacional da produção e do trabalho
