English without Borders program as a language policy : a study on English language ideologies in the context of the internationalization of higher education in Brazil

Esta pesquisa situa-se no campo da Política Linguística Crítica (PLC) e tem por objetivo geral investigar o programa federal Inglês sem Fronteiras (IsF) como uma política linguística (PL) engendrada no âmbito da internacionalização do ensino superior brasileiro, com foco nas ideologias da língua inglesa (ILI) subjacentes aos contextos de realização do Programa. Os objetivos específicos do estudo são: a) verificar como a PL está materializada em textos e discursos de diferentes esferas; b) reconhecer as ILI subjacentes aos discursos que articulam o Programa; c) explorar as possíveis consequências da presença das ILI em relação aos papéis desempenhados pelo inglês, neste contexto. O estudo se organiza a partir da análise dos diferentes textos que subsidiam a realização do IsF, os quais são sistematizados em três conjuntos: a esfera legal, composta por sete publicações feitas por órgãos vinculados à administração pública que propõem encaminhamentos ao IsF; a esfera jornalística, que agrupa 43 publicações oriundas de três sites brasileiros de notícias de ampla circulação; e a esfera educacional, que reúne entrevistas feitas com coordenadores de dez Núcleos de Línguas (NucLis), bem como por 68 ementas/programas de cursos ofertados no âmbito do IsF. O software NVivo 11 foi utilizado para armazenamento dos textos, bem como para codificação e organização das categorias interpretativas deles emergentes. Subsídios oferecidos pelos referenciais teórico-metodológicos da Abordagem do Ciclo de Políticas (ACP) e da Análise de Discurso Crítica (ADC) foram utilizados, de modo a explorar relações entre os estudos sobre políticas públicas e os estudos da linguagem. Diante do percurso de pesquisa apresentado, defendo a tese de que o IsF é uma PL permeada por seis ILI - língua padrão, língua inglesa como mercadoria, falante nativo, instrumentalista, língua global e imperialismo linguístico as quais convergem na tendência de posicionar o inglês como língua hegemônica no contexto de internacionalização do ensino superior brasileiro. A sobreposição de tais ILI indica maior permeabilidade nos contextos de prática em que as PL são interpretadas e potencialmente questionadas, enquanto apresentam maior unicidade nos contextos de influência e de produção de textos em que se observa uma maior uniformidade no encadeamento entre as ideologias que sustentam a hegemonia do inglês.This research is inserted in the area of Critical Language Policy (CLP) and has as its general aim the investigation of the federal program English without Borders (EwB) as a language policy (LP) engendered in the scope of the internationalization of higher education in Brazil, focusing on the English language ideologies (ELI) underlying the enactment contexts of the Program. As specific objectives, the study intends: a) to investigate how the LP is materialized in texts and discourses of different spheres; b) to identify the ELI underlying the discourses which articulate the Program; c) to explore possible consequences of the ELIs presence regarding the roles played by English in the given context. The study is organized by the analysis of diverse texts subsiding the enactment of EwB, which are systematized in three sets: the legal sphere, comprising seven documents published by public administration bodies in charge of proposing referrals to EwB; the journalistic sphere, which assembles 43 news reports published by three news webpages of national reach; and the educational sphere, gathering interviews done with the coordinators of ten Language Centers, as well as 68 course syllabuses/programs offered by EwB. NVivo 11 software was used to store the texts and to codify and organize the interpretative categories that emerged. Resources offered by the theoretical-methodological foundations of Policy Cycle Approach (PCA) and Critical Discourse Analysis (CDA) were employed as a means to explore the relationship between public policy studies and language studies. Considering the routing of the study, I defend the thesis that EwB is a LP permeated by six ELI standard language, English language as a commodity, native speakerism, instrumentalist, global language and linguistic imperialism which converge in the tendency to position English as the hegemonic language in the context of the internationalization of higher education in Brazil. The overlapping of those ELI indicates more permeability in the contexts of practice, where the LPs are interpreted and potentially questioned; while they display greater unity in the contexts of influence and text production, in which more uniformity in the chaining of ideologies supporting the hegemony of English is observed
