The objective of this Public Interest Energy Research (PIER) scoping project is to identify options for public-interest research and development (R&D) to improve transmission-planning tools, techniques, and methods. The information presented was gathered through a review of current California utility, California Independent System Operator (ISO), and related western states electricity transmission-planning activities and emerging needs. This report presents the project team s findings organized under six topic areas and identifies 17 distinct R&D activities to improve transmission-planning in California and the West.
