This dissertation takes a multi-level approach to understanding the extent to which the relationship between drugs and society has evolved over the past twenty years by looking at macro, state-level changes in the policy environment along with changes in the services provided by drug treatment organizations. I begin by examining the diffusion of Good Samaritan and Naloxone Access laws: two state-level policy reforms, which reflect an overall shift towards the medicalization (rather than criminalization) of opioid addiction.
