Strategic management of the central government level

The diploma thesis presents analysis of long term governance practices while focusing specifically on the process of creation and implementation of strategies within the central state administration. Two general approaches are distinguished: the instrumental approach is oriented on the improving processes within a public organisation, while paying some attention to long term perspective. The second one is the conceptual approach promoting more responsible and future oriented approach to public governance. Theory background of both approaches is provided. Five examples of securing long term perspective of public policies were assessed with more attention being paid on strategic planning understood as performance management and strengthening strategic dimension of budgeting process. The paper summarises development in this field in the Czech Republic after 1989 revolution including analysis of current possibilities of improvements. It concludes that long term perspective securing mechanisms are not systematically applied while existing efforts are being undermined by a weak political support
