KERJASAMA ANTAR SEKTOR DALAM PEMBERDAYAAN PETANI TEMBAKAU DI KABUPATEN SUMENEP

Tobacco, a cross-sectoral crop and its existence is strategic. Although the tobacco plant is not native to Indonesia, this plant is very attached to the community regardless of economic class. This study will be focused on the inter-sectoral collaboration in empowering tobacco farmers in Sumenep Regency. The existence of cooperation between sectors in empowering farmers becomes one of the important things to improve the welfare of tobacco farmers. In this study researcher used qualitative methods with a descriptive approach. The instruments in collecting data used by researchers were interviews and direct observation. In this case, the data obtained was processed in order to find answers to the research problems that has been proposed and to ensure there is a cooperative relationship between sectors in empowering tobacco farmers in Sumenep Regency. Based on the results found, it can be concluded that inter-sectoral cooperation in empowering tobacco farmers has an effect but not significantlybecause empowerment is carried out based on policies or programs issued by the government to solve problems that exist in farming communities. Departing from the finding and discussion, this current study has arrived at the following conclusion: The government has empowered tobacco farmers in Sumenep Regency,the government has empowered by monitoring and evaluating tobacco related. However, the researchers found several obstacles in the empowerment, namely natural barriers, structural barriers and barriers to the behavior pattern of the farming community (Human Resources), andthere is hope from the government to the community to participate in improving their welfarethrough activity programs provided by the local government
