Development is based on the need for concrete media in the implementation of online and offline learning that focuses on cultural preservation during the Covid 19 pandemic. The purpose of the research is to develop interactive media for photography videos of cultural diversity in 5th grade thematic learning of elementary school and find out the effectiveness of interactive media for photography videos to increase effectiveness. learning. The research was conducted at SDN Blimbing 2 Malang. The stages of media development using the ADDIE and Dick & Carey methods include: 1) Stages of analysis, Stages of needs analysis, Learning analysis, Student analysis; 2) the design stage, the stage of formulating performance goals; 3) Stages of development, Stages of developing instruments, Developing and selecting learning materials, Designing and conducting formative evaluations; 4) Implementation stages; and 5) Stages of evaluation, stages of doing revisions, conducting summative evaluations. The results showed that: (1) learning video media had been developed using the ADDIE and Dick & Carey methods; (2) the results of the media expert's questionnaire reached 77.14% with a decent category; (3) the results of the material expert's questionnaire reached 92.94 with a very decent category; (4) The results of the learning expert questionnaire reached 76.77% with a decent category. The results of the trial concluded that the interactive media of cultural diversity photography video was declared suitable to be used as an effective learning medium to increase the effectiveness of student learning, especially in the Covid 19 situation
