UPAYA KOMISI PENANGGULANGAN AIDS (KPA) DALAM MENEKAN ANGKA PERTUMBUHAN HIV & AIDS DI TULUNGAGUNG (STUDI DI KOMISI PENANGGULANGAN AIDS KABUPATEN TULUNGAGUNG)

The AIDS Commission (AC) of Tulungagung Regency is an institution in charge of dealing with issues regarding HIV and AIDS. The commission oversees several NGO communities, such as CESMID (Center Studying Milieu Development), YPAIDS, Pelangi Community (community that oversees Men like Men), Aprikot (Apresisasi Waria Kota Tulungagung), KDS (Kelompok Dukungan Sebaya). Where, some of these NGOs, are groups with a high risk of spreading and transmitting AIDS. Tulungagung Regency is located in East Java Province which is ranked first with the highest number of PLWHA in Indonesia. On that basis, two research problems were formulated, namely: 1) AC's efforts in suppressing the growth rate of HIV and AIDS in Tulungagung Regency, 2) The inhibiting factors of AC's efforts in suppressing HIV and AIDS rates in Tulungagung Regency. This study uses descriptive research with a qualitative approach, and data collection techniques, observation, interviews and documentation, as well as analytical techniques that include data reduction, presentation and verification. The results of the study concluded that, first, AC's efforts in suppressing the growth rate of HIV/AIDS in Tulungagung Regency were through preventive, curative and rehabilitative programs. Preventive programs, in the form of socializing the dangers of HIV/AIDS. A curative program, in the form of mentoring for sexual workers and PLWHA. Rehabilitation program, in the form of empowerment and protection of PLWHA. Second, the inhibiting factor of AC in suppressing the growth rate of HIV/AIDS in Tulungagung Regency consists of quantity and quality factors. The quantity factor comes from the large number and spread of PLWHA in several sub-districts, Tulungagung Regency and the lack of AC human resources. The quality factor is based on the diversity of indicators of transmission and spread of HIV/AIDS and is coupled with existing myths
