EVALUASI KEBIJAKAN DINAS PERHUBUNGAN TENTANG PROGRAM SARANA ANGKUTAN UMUM MASAL (SAUM) DI KOTA BALIKPAPAN (Studi Pada Dinas Perhubungan Kota Balikpapan)

The Mass Public Transportation Facility Program (SAUM) is a local government program that was sent to the Balikpapan City Transportation Service to solve traffic problems in the city of Balikpapan, especially congestion, and also wants to improve public transportation services for local communities. This research was conducted at the Department of Transportation of the City of Balikpapan, which is the agency that oversees the SAUM program. So it is necessary to conduct an evaluation to find out the benefits and value of a program for approximately six years of this program running. Also to find out the inhibiting factors in it because this program does not run completely smoothly. This research is to find out and describe the results of the Evaluation of the Mass Public Transportation Facilities Program in Balikpapan City. The research method used is a qualitative descriptive research type. Data collection techniques using the method of observation, interviews and documentation. The research uses data analysis, the process of systematically searching and compiling data obtained from interviews and other materials. In the results of the study, it can be concluded that this program is said to have been running well and is quite effective for the people of the Corridor D area, which is the SAUM route. However, the results or impacts produced are still felt to be lacking because of the 5 corridors built, only 1 corridor is running
