ABSTRACT Flood disasters, especially in Pelayangan District, Jelmu Village, almost occur every year. This is partly due to geographical factors where the village is located on the river bank. The disaster caused both material and non-material losses. Health problems also often arise after flooding. The majority of flood management in these areas still relies on the local government. Whereas ideally the community should take an active role in overcoming the flood problem that occurs every year. The solution offered to solve the problem in the partner area was to form a disaster management cadre from the youth organization or the Disaster Preparedness Youth Organization.
