Mudanças institucionais e reestruturação organizacional nos legislativos municipais: um estudo de casos na mesorregião da Zona da Mata mineira

This work is the result of a case study of institutional changes carried out in municipal councils in the state of Minas Gerais. Accurately, it is a multiple case study, because it investigates the municipal legislatures of Juiz de Fora, Viçosa and Ubá, municipalities that are the headquarters of three microregions that are part of the mesoregion of the Zona da Mata mine owner. As a result of these changes, organizational restructurings are recorded in these legislatures that allowed the creation of instruments of dialogue with civil society and favorable to the exercise of citizenship. The new organizational arrangements are forged in institutional environments dominated by actors and very specific political-institutional conditions. Thus, the actions of political agents, combined with the political context and institutional circumstances – resources and/or instruments available in the institutional environment – are determinant for the development of the change agenda and its possible institutionalization. The combination of these variables revealed not uniformity, but diversity in the processes of institutional change. The final result of the research is a panoramic picture of the three cases of institutional change.Este trabalho é resultado de estudo de casos de mudanças institucionais ocorridas em câmaras municipais do estado de Minas Gerais. De forma precisa, é um estudo de casos múltiplos, pois investiga os legislativos municipais de Juiz de Fora, Viçosa e Ubá, municípios sede de três microrregiões integrantes da mesorregião da Zona da Mata mineira. Em decorrência dessas mudanças, são registradas reestruturações organizacionais nesses legislativos que permitiram a criação de instrumentos de interlocução com a sociedade civil e favoráveis ao exercício da cidadania. Os novos arranjos organizacionais são forjados em ambientes institucionais dominados por atores e por condições político-institucionais muito particulares. Assim, as ações dos agentes políticos, combinadas com o contexto político e as circunstâncias institucionais – recursos e/ou instrumentos disponíveis no ambiente institucional –, são determinantes para o desenrolar da agenda de mudança e sua possível institucionalização. A combinação dessas variáveis revelou não uniformidade, mas diversidade nos processos de mudança institucional.
