بررسی تحلیلی عملکرد نهادهای متولی بهداشت و درمان فارس در دوران پهلوی اول (1320-1304 ش./ 1941-1925 م.)

Background and Aim: This study reviewed the performance of organizations responsible for public healthcare in Fars Province during the Pahlavi I period. According to the law, Sehieh (health service) and Baladieh (municipality) were the two organizations responsible for public healthcare. To ensure public health, cooperation between them was essential. The two organizations gradually developed their evolutionary process in Fars. Naturally, they have had a lot of problems. Materials and Methods: In this article, Based on the documentation and archival sources reviewed their performances. Many of the findings from this study are based on first-order documents and findings. Sehieh, as the main organization responsible for healthcare, is the primary focus of this study. Baldieh and Sahiyah were later renamed to the municipality (shahrdary) and health care (behdari). Health centers and municipalities functioned similarly in some cases. Any conflict in responsibilities of the two entities could substantially undermine the public health in the society. In this article, the relationships between these two local organizations and the consequences of their actions on the health of the people have been given special attention. Ethical Considerations: Integrity and trustworthiness were observed in analyzing and Reporting and publishing the results. Findings: This research shows: 1- The spread of diseases and their mortality rate decreased; 2- Complete success in eradication and control of contagious diseases was not achieved due to lack of financial sources; 3- Most areas in Fars did not benefit from the developments, and their healthcare conditions did not improve significantly. However, the achievements achieved in the Fars health area have also been considered by researchers in this paper. Conclusion: During the course of Pahlavi I period, there has been a lot of changes in the administrative structure of Local Health Centers and municipalities, which has led to improvements in the community's health space. Performance Analysis Review of the Organizations Responsible for Healthcare in Fars Province during the Pahlavi I period (1925-1941). Med Hist J 2018; 9(33): 19-31.زمینه و هدف: در این پژوهش عملکرد دستگاه‌های متولی بهداشت عمومی فارس در دوران پهلوی اول مورد بررسی قرار گرفته است. بهداری و بلدیه (شهرداری) دو نهادی بودند که در این زمینه مسؤولیت قانونی داشتند. به منظور تأمین سلامت عمومی همکاری میان آن‌ها ضروری بود. دو سازمان به تدریج روند تکاملی خود را در فارس توسعه دادند. طبیعی است آن‌ها مشکلات زیادی را پیش رو داشته‌اند. مواد و روش‌ها: این مقاله، بر اساس مستندات و منابع آرشیوی، به بررسی تحلیلی عملکرد آن‌ها پرداخته شده است. بسیاری از یافته‌های این پژوهش بر مبنای اسناد و یافته‌های درجه اول است. صحیه به عنوان نهاد اصلی مسؤول در زمینه بهداشت و درمان موضوع محوری مقاله را تشکیل می‌دهد. بلدیه و صحیه چندی بعد به شهرداری و بهداری تغییر نام دادند. بهداری‌ها و شهرداری در برخی موارد وظایف مشابهی داشتند. هر گونه کشمکش در مسؤولیت‌های این دو نهاد می‌توانست سلامت عمومی را تهدید کند. در این مقاله به رابطه این دو سازمان محلی با هم و پیامد اقدامات آنان بر سلامتی مردم توجه ویژه شده است. ملاحظات اخلاقی: صداقت و امانت‌داری در تحلیل، گزارش و انتشار مطالب رعایت گردید. یافته‌ها: این پژوهش نشان می‌دهد: 1ـ میزان شیوع بیماری‌های واگیردار و مرگ و میر ناشی از آن کاهش یافت؛ 2ـ به دلیل کمبود اعتبارات مالی، در ریشه‌کنی و کنترل بیماری مسری موفقیت کامل حاصل نگردید؛ 3ـ بیشتر نقاط فارس چندان بهره‌ای از تحولات صورت گرفته نبردند و وضع بهداشت و درمان آن‌ها با تغییر محسوسی مواجه نشد. با این‌ حال دستاوردهای به دست‌آمده در حوضه بهداشت و درمان فارس نیز مورد توجه پژوهشگران در این مقاله بوده است. نتیجه‌گیری: در دوره مورد بحث تحولات زیادی در ساختار اداری بهداری و شهرداری‌ها صورت گرفته که منجر به بهبود در فضای بهداشتی جامعه شد. با وجود بهبود در وضعیت بهداشتی جامعه، وضعیت بهداشتی فارس در دوره پهلوی اول به طور بنیادین متحول نشد
