The theoretic part covered the applicable legislation and fundamental terms related with the material poverty allowances, while the practical part dealt with the demographic analysis of Česká Lípa town, mapping of unemployment in the Česká Lípa region and the increase of material poverty allowances paid out in 2009. The thesis also covered a sociological research on the theme "Changes in Structure of Long-Term Beneficiaries of Material Poverty Allowances as a Reaction to Social Changes in 2008 and 2009". The thesis responded to the question how the structure of the long-term beneficiaries of the material poverty allowances changed in 2009 in terms of their education, family status, general property and social conditions, etc. Attention was also paid to the period of dependence on allowances, level of insolvency and the effort of the beneficiaries to increase their incomes by their own, e.g. by execution of public works or voluntary activities. The outcome of the thesis were suggested measures to reduce the level of dependence of the clients on their allowances.Práci tvořily dvě části. V teoretické části byly vymezeny zákony a základní pojmy související s dávkami pomoci v hmotné nouzi. Praktická část se zabývala demografickou analýzou města Česká Lípa, zmapováním nezaměstnanosti na Českolipsku a nárůstem vyplácených dávek pomoci v hmotné nouzi v roce 2009. Dále sociologickým průzkumem na téma Změny ve sloţení dlouhodobých poţivatelů dávek pomoci v hmotné nouzi v reakci na společenské změny v letech 2008 a 2009. Práce odpovídala na otázku, jak se v roce 2009 změnila skladba dlouhodobých poţivatelů dávek z hlediska dosaţeného vzdělání, rodinného stavu, celkových majetkových a sociálních poměrů. Pozornost byla věnována době závislosti na dávkách, zadluţenosti klientů a jejich snaze zvýšit si příjem vlastním přičiněním např. zájmem o výkon veřejné či dobrovolnické sluţby. Výsledky práce vyúsťovaly v navrhovaná opatření proti dlouhodobé závislosti klientů na dávkách
