Faire du patrimoine bâti un objet de concertation. L'expérience des Protections Ville de Paris

International audienceFrom 2001 to 2007 the City of Paris undertook an original experiment that had never been tried in France: it opened the process of shaping its Plan Local d'Urbanisme policy for protecting city-owned buildings to participation from the entire population of the capital city. Nearly 8000 extremely heterogeneous proposals from residents, associations, elected officials, architects, city planners, art historians and others were examined. This article focuses on how the list of buildings to be protected was determined, bringing to light how the different types of knowledge and judgment, experts' and laymen's, interacted. It shows how the very nature of the focus of this joint undertaking – building protection policy – impacted significantly on actors' relations and process results. This in turn indicates the relevance of reintroducing this dimension – strikingly absent from most studies – into analysis of democratic participation arrangements.De 2001 à 2007, la Ville de Paris se lance dans une expérience originale et inédite en France : associer l'ensemble de la population de la capitale à la politique de protection du patrimoine bâti qu'elle compte mettre en œuvre dans le cadre de son Plan local d'urbanisme. Près de 8 000 propositions, très hétérogènes, sont ainsi examinées, mêlant des demandes d'habitants, d'associations, d'élus, d'architectes, d'urbanistes, d'historiens d'art, etc. En se penchant sur la façon dont a été établie la liste des bâtiments à protéger, cet article met en évidence la manière dont ces différentes formes de savoirs et de jugements, à la fois experts et profanes, ont interagi. Il montre en quoi la nature même de l'objet de la concertation – le patrimoine bâti – pèse fortement sur les relations entre acteurs et sur le résultat du processus, invitant à réintroduire dans l'analyse des dispositifs participatifs cette dimension étonnamment occultée par la plupart des travaux
