A linear programming model is developed for evaluating the economic effects of increasingly restrictive wastewater effluent standards and higher costs of water withdrawals on production costs, effluent taxes, water use, and energy use in a representative ammonia plant. Both between and within class evaluations were made for Houston, Texas; Trenton, New Jersey; Saginaw, Michigan; and Sacramento, California. The models assumed the plant considered was large and a new build rather than an existing facility. Both naphtha and natural gas feedstocks were evaluated.
