Covering and Mediating the Conflict in Northern Ireland on British National Television (1988-2005)

La représentation du conflit en Irlande du Nord à la télévision nationale britannique est étudiée en partant de l'hypothèse que la médiatisation d'un conflit national affecte les prérogatives de service public et d'impartialité auxquelles l'audiovisuel britannique est tenu.En l'absence de données préexistantes suffisantes, un répertoire a été créé pour relever toutes les émissions factuelles et de fiction, abordant le sujet du conflit en Irlande du Nord et diffusées à la télévision nationale britannique entre 1988 et 2005. La programmation de ces 432 émissions et leur synopsis ont été analysés pour évaluer la médiatisation du conflit et l'éventuel rôle de médiatrice qu'a pu jouer la télévision.Entre 1988 et 2005, cette représentation a été influencée par des contraintes politiques et économiques. Les chaînes de télévision ont proposé une médiatisation partielle et partiale du conflit ; elles sont également intervenues, volontairement ou de manière imposée, comme des médiatrices pour véhiculer une représentation pro-gouvernementale du conflit.La censure opérée sur les voix républicaines entre 1988 et 1994 a empêché une couverture libre du conflit, avant que les chaînes s'engagent au service de la paix dès le cessez-le-feu de l'IRA en 1994. La signature des accords de paix en 1998 a entraîné la fin de la médiatisation du conflit et de la situation post-conflictuelle. La vision pro-gouvernementale a essentiellement été véhiculée par le biais des émissions documentaires. Des voix alternatives ont quelques fois été portées par des fictions documentaires, sans que cela suffise néanmoins à remettre en discussion la politique britannique en Irlande du Nord.This study of the television coverage of the conflict in Northern Ireland is based upon the assumption that covering a domestic conflict could affect the public service and impartiality duties of British broadcasting.The lack of sufficient data for this study required the creation of a directory including all the programmes about the conflict in Northern Ireland broadcast on British national television between 1988 and 2005. This directory includes non-fiction and fiction programmes. All the information and the synopses of the 432 programmes were processed and analysed in order to assess the coverage and mediation of the conflict on British television.Between 1988 and 2005, this coverage was influenced by political and economical restrictions on broadcasting. The national British channels covered the conflict in a partial and selective way. They also mediated, on their initiative or under constraint, consciously or not, a pro-governmental representation of the conflict.The censorship of Republican voices which existed between 1988 and 1994 prevented open, unbiased coverage of the conflict. As soon as the IRA ceasefire was announced in 1994, British broadcasting committed to supporting peace. The 1998 Good Friday Agreement marked the end of the television coverage of the conflict and of the situation post-conflict.The dominant and official representation of the conflict was best conveyed in non-fiction films. Alternative voices were sometimes heard in docudramas and drama documentaries; however, these were not sufficient to challenge British policies in and about Northern Ireland
