Evo Morales and the plurinational state of Bolivia : issues and context : the process of indigenous autonomy request of the guarayo municipio of Urubichá (1952-2018)

Prenant comme point de départ la Révolution nationaliste de 1952, ce travail retrace l’histoire nationale et l’émergence de nouveaux acteurs sociaux jusqu’à l’arrivée du MAS et d’Evo Morales au pouvoir en 2006, événement qui bouscule un bon nombre d’idées reçues dans la société bolivienne. Faisant suite à un long processus démocratique, c’est la première fois qu’un président syndicaliste aymara emporte les élections et peut ainsi gouverner sans avoir besoin de faire des alliances. Après la tenue de l’Assemblée constituante, convoquée par décret du 6 mars 2006, la nouvelle Constitution politique de l’État est approuvée en 2009 et le terme de République est délaissé pour faire place à celui d’État Plurinational avec des autonomies. La construction d’une Bolivie plurielle se présente ainsi comme une réponse à la réalité sociale et ethnique du pays. Le peuple Guarayo, l’un des plus grands peuples indigènes des basses terres boliviennes, aspire à faire vivre ses traditions et son propre mode de gouvernement et de gestion de son territoire dans le cadre d’une autonomie indigène. Le municipe guarayo d’Urubichá a ainsi initié le processus de demande d’autonomie indigène en juillet 2017. Comment concilier le projet politique et économique du gouvernement du MAS pour toute la nation bolivienne avec les aspirations particulières des autonomies ? Et d’un point de vue social, comment concrétiser ce projet qui vise à atteindre un idéal de cohésion national grâce à la reconnaissance de l’altérité et au dialogue des cultures ? C’est à ces questions que s’attache ce travail de thèse.Taking the Nationalist Revolution of 1952 as its starting point, this work traces the national history and the rise of new social actors up to the arrival of Movement toward Socialism (MAS), Evo Morales’ political party in power in 2006, an event that shakes up a good number of preconceived ideas in Bolivian society. Following a long democratic process, this is the first time that an Aymara trade unionist president has won the elections and can therefore govern without establishing any alliances. The Constituent Assembly was convened by Special Law on March 6, 2006 and in 2009 the new constitutional text was drafted and was mandated to transform and build a New Bolivian State. The Republic of Bolivia is overturned giving way to the Plurinational State with autonomies. The construction of a plural Bolivia is thus presented as a response to the social and ethnic reality of the country. The Guarayos, one of the largest indigenous groups in the Bolivian lowlands, aspire to keep their traditions alive and their own way of governing and managing their territory within the framework of indigenous autonomy. The Guarayo municipio of Urubichá thus initiated the process of applying for indigenous autonomy in July 2017. The political and economic project of the MAS government for the entire Bolivian nation and the particular aspirations of the autonomies, how can they both be reconciled? And from a social point of view, how can this project, that aims to achieve an ideal of national cohesion through recognition of otherness and dialogue between cultures, be put into practice? These are the questions that raises this study
