European Union in Moldova. An indefinite horizon : between post-Soviet continuity, oligarchic excesses and the weakening of a model

Cette thèse décrit les évolutions politiques de la république de Moldavie en portant une attention particulière à la décennie 2010-2020 au cours de laquelle le pays s’est associé à l’Union Européenne. Un temps présenté comme le modèle du Partenariat oriental, la Moldavie est aujourd’hui loin du modèle qu’elle s’était engagée à adopter. L’influence de la Russie sur un pays constamment décrit comme « entre-deux-mondes» puis la corruption des élites politiques ont été successivement présentées comme les principales causes de cette européanisation ratée. Ce travail analyse la manière dont les élites moldaves ont utilisé la concurrence géopolitique entre puissances et les fragilités de la société pour créer une zone grise dont ils sont les premiers bénéficiaires. Pour s’éloigner de la seule lecture géopolitique, ce travail revient également sur la dimension idéologique de la notion de transition qui a structuré le processus d’intégration européenne, elle s’appuie sur la confiance en des élites réformatrices, l’idée d’un rattrapage et d’un but à atteindre. Confrontée à une situation régionale difficile et fragilisée dans son modèle, l’Union Européenne a dû renoncer à l’approche idéaliste adoptée après la disparition des régimes socialistes pour évoluer vers une approche tendant à privilégier la stabilité à l’approfondissement de la démocratie. Les politiques de voisinage de l’UE s’appuient pourtant toujours sur le paradigme de la transition mais n’offrent plus de finalité à ce processus. Ces contradictons des politiques européennes brouillent aujourd’hui l’image de l’UE et loin de renforcer la stabilité recherchée favorisent les dérives oligarchiques et le recul démocratique.This PhD thesis describes the political developments in the Republic of Moldova with a particular focus on the decade 2010-2020 during which the country joined the European Union. Moldova was presented as being the model country of the Eastern Partnership before moving away from the standard model it had committed itself to adopt. The influence of Russia on a country that was constantly presented as "in-between the two worlds" and then the corruption of the political elites were presented as the main causes of this failed Europeanisation. This dissertation analyzes how the Moldovan elites have used the geopolitical competition between powers and the vulnerabilities of society to create a grey-zone from which they are the principal beneficiaries. In order to move away from a solely geopolitical interpretation, this work also revisits the ideological nature of the concept of transition that shaped the process of European integration. It is premised on trust in reform-oriented elites, the idea of a catch-up and a purpose to be achieved. Confronted with a challenging regional situation and a weakened model, the European Union had to abandon the ideallyist approach it adopted after the collapse of the former socialist regimes and evolve towards an approach tending to privilege stability over the deepening of democracy. The EU's neighborhood policies are still built on the paradigm of transition but no longer provide a finality to this process. These inconsistencies in European policies today are blurring the image of the EU and, far from reinforcing the desired stability, they are encouraging oligarchic abuses and democratic backsliding
