Within the folds of ethnicity : power and society in northern Rwanda (1930-1961)

Ce travail examine l’histoire sociale et politique du Rwankeri et du Buhoma, dans le territoire de Ruhengeri au nord du Rwanda, depuis les réformes administratives des années 1930 jusqu’à la révolution socio-raciale de 1959-1961. La construction historique des catégories ethniques est un phénomène bien étudié par l’historiographie. L’objectif de cette thèse est de montrer comment la mobilisation sociale et politique de ces catégories s’effectue au niveau microlocal, dans la répartition des fonctions administratives de chefs et de sous-chefs, à travers les premiers scrutins électoraux en 1956, 1960 et 1961, et pendant la révolution ayant conduit à la mise en place d’un régime républicain au moment de l’indépendance. Les enjeux liés aux appartenances régionales et lignagères, corrélées aux modalités spécifiques de l’appropriation foncière dans les marges septentrionales rattachées tardivement au royaume du Rwanda, apparaissent longtemps déterminants. Dans ce cadre, le référent dit ethnique apparaît tantôt comme un paravent, tantôt comme un outil aux mains des acteurs politiques pour asseoir leur influence. On s’intéresse tout particulièrement à ceux qu’on appelle les Bagogwe, du nom de deux lignages « tutsi », longtemps identifiés comme « autochtones » et à ce titre distincts d’autres familles « tutsi » installées plus tardivement dans la région, dans le sillage des réformes administratives des premières décennies du xxe siècle. D’abord protégés en 1959 lorsque surviennent les premières violences anti-Tutsi, ils deviennent progressivement la cible d’attaques et d’appropriations foncières, ce qui les conduit eux-mêmes à modifier leurs stratégies politiques au sein des luttes partisanes. De la sorte, la thèse interroge la chronologie et les spécificités locales de l’ethnicisation du politique au Rwanda. Dans le même temps, elle montre que la compétition politique emprunte à de multiples autres canaux liés aux transformations sociales, religieuses et économiques héritées du temps colonial et irréductibles à ce phénomène d’ethnicisationThis dissertation examines the social and political history of Rwankeri and Buhoma, within the territory of Ruhengeri of Northern Rwanda, from the administrative reforms of the 1930s to the socio-racial revolution of 1959-1961. The historical shaping of ethnic categories is a well-studied phenomenon in historiography. The aim of this work is to explore how these categories are socially and politically involved at a micro-local level in the distribution of the administrative functions of chiefs and sub-chiefs, during the first elections of 1956, 1960, and 1961, and during the revolution that ultimately led to the implementation of a republican regime at the time of independence. The issues deriving from regional and lineage belongings, associated with the specific modalities of land taking in the Northern margins of Rwanda appear as a key factor over a long period. Within this particular frame, the so-called ethnic referent seems either a screen, or a tool used by the political actors to enforce their influence. This work will pay particular attention to the so-called Bagogwe, referring to two ‘Tutsi’ lineages, long considered ‘indigenous’ and as such, differentiated from other ‘Tutsi’ families who settled later in the region, in the wake of the administrative reforms of the first decades of the 20th century. First protected in 1959 during the first anti-Tutsi violence, they gradually became the target of assaults and land seizing, which led them to ultimately alter their political strategies within the party struggles. Thus, this dissertation questions the chronology and the local specificities of political ethnicization in Rwanda. However, it also shows that political contests bring in other issues, related to the social, religious, and economical transformations inherited from the colonial period that go beyond this ethnicization
