This scientific paper is motivated by the implementation and results of work performance evaluation of civil servants at the Regional Human Resources Development Agency of South Kalimantan Province which is not yet optimal. This is due to the lack of appraiser's understanding of the procedures for assessing and the appraiser has not been able to make continuous observations of the work behavior of his employees.
