Copyright is used as a tool of public policy. Due to this role copyright is not absolute and unlimited, but rather subject to exceptions and limitations that are used to balance the interests of right holders and the users of creative work. The three-step test is used to determine if national exception or limitation to copyright is acceptable. The test has three requirements which national exception or limitation to the exclusive right has to satisfy: it is limited to certain special cases, it does not conflict with normal exploitation of the work and it does not cause unreasonable prejudice to the legitimate interests of the right holder.
